You need to select your recommended blog host, really. Free blog templates are developed for use of a particular blog. Also, ensure that the blog you choose allows templates. There are a lot of blogs that tolerate this but some only authorize templates that are from inside their own website. You will find it very difficult or even difficult to publish your own design, particularly if you are using their support for free.
By chance, there are still a lot of websites that allow users to set up their own templates. Your primary process here to select a host that you think will offer you with the best performance.
